430.01 DRIVING ON SIDEWALKS PROHIBITED
No person shall operate a motor vehicle or tractor upon any sidewalk in the Township, nor shall any person operate a motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose.
430.02 SPEED RESTRICTIONS
(a) Speed Limits Established. The following speed limits are hereby established:
— East Lake Road, between Water Street and Nagle Road – 35 mph
— East Lake Road, between Water Street and Franklin Avenue – 40 mph
— All other township streets – 25 mph
— All alleys – 10 mph
(b) Prohibitions. No person shall operate a vehicle or tractor at a speed in excess of that established therefor, upon any highway or portion thereof specified in this section.
430.03 TRAFFIC SIGNALS
(a) Locations Established. At the following intersections, official traffic signals shall be erected (or if heretofore erected are hereby ratified), and traffic at such intersections shall be directed by such signals:
( 1) East Lake Road and Water Street;
( 2) East Lake Road and General Electric Main Gate;
( 3) East Lake Road and Smithson Avenue;
( 4) East Lake Road and Nagle Road;
( 5) East Lake Road and Iroquois Avenue;
( 6) Iroquois Avenue and Rankine Avenue;
( 7) Iroquois Avenue and Smithson Avenue;
( 8) Main Street and Rankine Avenue;
( 9) Water Street and Main Street; and
(10) Water Street and General Electric Gate No. Sixty-Three
(b) Prohibition. No operator of a vehicle or tractor shall disobey the directions of any traffic signal.
430.04 ONE-WAY HIGHWAYS
(a) One-Way Highways Established. The following are hereby established as one-way highways.
— Morse Street from Iroquois Avenue to Priestley Avenue, West
— Morse Street from Iroquois Avenue to Silliman Avenue, East
— Napier Avenue (North of Main Street) from Newton Avenue to Main Street, South
— Napier Avenue (South of Main Street) from Main Street to Newton Avenue, South
(b) Prohibition. No person shall operate a motor vehicle or tractor upon any highway or portion thereof hereby established as a one-way highway other than in the direction hereby established for traffic thereon.
430.05 DRIVING TO RIGHT OF CENTER STRUCTURES AND BARRIERS
(a) Designation. All vehicular traffic shall keep to the right of the following structures or barriers located in the center of the specified intersections:
— Planted Center located on East Lake Road between Water Street and Franklin Avenue
— Planted Center located on Iroquois Avenue between East Lake Road and Nagle Road
— Planted Center located on Lake Cliff Drive between East Lake Road and Putnam Drive
(b) Prohibition. No person shall operate a vehicle or tractor in violation of any provision of this section.
430.06 THROUGH HIGHWAYS
(a) Through Highways Established. The following highways are hereby established as through highways and the operator of every vehicle or tractor, upon approaching any such highway at any intersection thereof (except for such intersections where there are now or shall hereafter be located official traffic signals), shall come to a full stop, within a reasonable distance before entering any such through highway:
— Entire length of East Lake Road
— Entire length of Iroquois Avenue
— Entire length of Nagle Road
— Entire length of Water Street
(b) Prohibition. No operator of a vehicle or tractor shall fail to come to a full stop within a reasonable distance before entering any such through highway as hereinabove required.
430.07 STOP INTERSECTIONS
(a) Stop Intersections Established. The following intersections (in addition to highways intersecting with the through highways established by Section 430.06) are hereby established as stop intersections and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named highway upon the first-named highway, in the direction or directions hereby indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions hereby indicated in each case, shall come to a full stop within a reasonable distance before entering any such intersection:

(b) Prohibition. No operator of a vehicle or tractor shall fail to come to a full stop within a reasonable distance before entering any stop intersection as hereinabove required.
430.08 NO THROUGH TRAFFIC LOCATIONS
The following intersections or locations are to be designated or marked by posting “No Thru Traffic” signs:
— Cunningham Drive and Burkhart Avenue between Emmett Drive and Whitney Way.
430.09 RIGHT TURNS ON RED PERMITTED
(a) Traffic traveling on Smithson Avenue at its intersection with Iroquois Avenue shall be permitted to turn right on red, after stopping as required by the Vehicle Code of Pennsylvania, except Monday through Friday between the hours of 7:30 AM and 9:00 AM, and 2:30 PM and 4:00 PM.
(b) Traffic traveling on Rankine Avenue at its intersection with Iroquois Avenue shall be permitted to turn right on red, after stopping as required by the Vehicle Code of Pennsylvania, except Monday through Friday between the hours of 7:30 AM and 9:00 AM, and 2:30 PM and 4:00 PM.
430.99 PENALTY
(a) Any person who shall violate any provision of Section 430.01 shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(b) Whoever violates Section 430.02 shall be fined thirty-five dollars ($35.00). Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine at two dollars ($2.00) per mile for each mile in excess of five miles per hour over the maximum speed limit. Any person exceeding the maximum speed limit by six to ten miles per hour or eleven to fifteen miles per hour shall pay a surcharge of thirty dollars ($30.00). Any person exceeding the speed limit by sixteen to twenty-five miles per hour shall pay a surcharge of forty dollars ($40.00). Any person exceeding the speed limit by twenty-six or more miles per hour shall pay a surcharge of fifty dollars ($50.00). The surcharges provided for in subsections (c) through (e) hereof shall be disposed of pursuant to Section 6506(b) of The Vehicle Code of Pennsylvania.
(c) Any operator of a vehicle or tractor who shall disobey the directions of any traffic signal as set forth in Section 430.03, shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(d) Any person who shall operate a motor vehicle or tractor upon any highway or portion thereof established as a one-way highway in Section 430.04, other than in the direction established therein for traffic thereon, shall, upon conviction thereof, be sentenced to pay a fine or not more than twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(e) Any person who shall operate a vehicle or tractor in violation of any provision of Section 430.05 shall, upon conviction thereof, be sentenced to pay a fine of not more than twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(f) Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance, before entering any through highway, as set forth in Section 430.06, shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(g) Any operator of a vehicle or tractor who shall fail to come to a full stop, within a reasonable distance, before entering any stop intersection, as required in Section 430.07, shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(h) Any operator of a vehicle or tractor who shall disobey the directions of any sign, as set forth in Section 430.08, shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
(i) Any operator of a vehicle or tractor who shall make a right turn on red in a manner, at any place or at a time not authorized by Section 430.09, shall, upon conviction thereof, be sentenced to pay a fine of twenty-five dollars ($25.00) and costs of prosecution, or, in default of payment of such fine and costs, to undergo imprisonment for one day for each ten dollars ($10.00) of such fine and costs.
